Pipeline Regulatory Framework in Alberta
Pipelines are an integral part of energy infrastructure. We have more than 400,000 km of pipelines that we regulate in Alberta with a robust regulatory system touching upon upstream, midstream, and downstream producers. This presentation outlines the current pipeline regulatory framework in Alberta and the elements of the regulatory system in place. Special emphasis will be placed on the Alberta energy context and some of the initiatives currently underway.
David Helmer, Director of Pipelines, Industry Operations, Alberta Energy Regulator (AER)
Mr. Helmer currently works for the Alberta Energy Regulator in the role of Director of Pipelines. His main focus is improving pipeline performance (that is, decreasing pipeline incidents) and improving regulatory effectiveness. Using problem centric and outcome based approaches are operating principles in achieving these desired outcomes. Mr. Helmer previously worked for the provincial environmental regulator in the authorizations area and prior to that as an engineering consultant. Mr. Helmer holds an M.Sc. in Environmental Engineering from the University of Alberta and resides in Cochrane with his wife and one daughter.
